Some of the programs that Mea has been using in her projects, such as Silence Falls (pictured), Chione, and many others, are free for a limited time!
Mea recommends:
* Bryce 7 - really good for rendering metaroom backgrounds & similar things.
* Daz Studio 4.5 - Can be used for rendering not only metaroom backgrounds, but can also be used for posing & rendering agents & creatures.
* Hexagon 2 - a modeling program that you can use to make the models for agents & creatures.

 | Huh, I think I've heard of Terragen before, but I don't think I've ever messed with it before. I may have to check that out sometime soon. Thanks Elthar.

I'd like to add that Terragen has a free version, and it's much better than Bryce for rendering landscape, plus you use a free package of XFrog plants with it.
Also, if by any chance, you have access to Mac OSx there are cool free 3d programs on it, too, like 123D Design by Autodesk - a very simple to use program, not unlike the one Google made for 3d, but more complex and developed at that.
There is also TerraRay, a package for terrain rendering, which is on sale until the end of the year with 50% discount, I bought it for less than 15$ and it has all the features of "bigger" products - volumetric fog, materials, erosion, vegetation...
