Since adding mod-ability would be an intentional effort on Fishing Cactus's part, it would make zero sense for them to go out of their way and put time and money into making a system where only .01% of the fanbase will be able to make anything. Nobody would benefit. I think it's safe to say that whatever the requirements would be for third-party modders, they wouldn't be something as absurd as Maya. But Blender seems like it would be a fairly likely candidate.
I am aware blender is free, and I mentioned Maya because Autodesk is allowing art students and such who apply to get free versions of it and other products.
Though...do you think an app or software would be made available on the website to allow for mods. I've seen a few programs like Minecraft that had given access like that. But when it comes down to it, they will probably provide free downloads of uvs for objects and Norns for textures.
