What might one use for viewing c16 files and blk (background) files for C3?

For the .c16 files you can use a SpriteBuilder, which you can also use for .s16 and .spr files. Naturally, it's free.
I don't know about the .blk files, but there is someplace on the Creatures Wiki that has an article about that. |

You can also use GreenReaper's Sprite Thumbnail Viewer so you can sort of see what the files encompass before you open them, as the title says, as thumbnails.
I'm not certain which program one uses for viewing/editing of background files, though I know it's possible, obviously. I've never been interested in the idea, unfortunately. |

If you look at the sidebar on Cwiki on any page, there is a 'what links here' function. Pushing it gives you a list of the pages that link to the page you're on. If you do that to the BLK files page, it shows Map Editor among other pages. I'd suggest you get the Map Editor and read the tutorials on that.
