Hello!
Here's the thing,
I've created .c16 files, .cos files, and catalogue files, but I don't know how to make .wav or .mng files. Is there an app that I need to download? If so, what is it?

The .wav format is just a standard audio file. It's what all the sound effects in the game come as. It's kinda like the .bmp of sound. Any common audio editor of your choice can handle it. Even the default media players of most OS should play them just fine. As for creating your own, there is a variety of options. Like I said, nearly any sound generator or editor tool you can find online will most likely be able to save or export to .wav. Just pick one that tickles your fancy and that you trust not to be some kind of malware.
However, .mng on the other hand is a file format that CL cooked up themselves for the main background music. There is an article on the wiki with a links to a tool or two at the bottom, but .mng has always been a bit elusive.

As well as playing them, this tool can also compile and decompile MNG files.
They are quite a temperamental format though, all samples need to be short, about 15 seconds at most, and they can act strangely when set to change volume based on mood/threat.

PCM 8 bit mono at 11kHz, how archaic... Is the engine really this particular about the files? Frankly said, I never paid attention to those settings and just did Save As .wav, and never ran into audio troubles. Well, better safe than sorry I suppose.

It's a little more forgiving, I found that 22kHz works fine, and 16 signed PCM is also fine. Still should be mono, I don't think it does stereo?
And yeah, you should make it less than 30 seconds for a .wav file, else stuff gets a bit weird.
