GIMP's interface is similar and it does have a lot of similar features to Photoshop, but it has the downside of being clunky and a lot less refined. It's definitely leagues better than MS Paint and a great alternative if you can't or don't want to shell out the money for professional grade software, but that's about it.
I'll agree with you there, it's best feature is that it is free, really, I personally found it very hard to use and gave up on it, But I was impressed with the sheer number and complexity of features it has, and as unpolished as the interface seems compared to photoshop, it's still got the basics down decently, and does an insane amount of different things... considering that it is GNU open source, it's still pretty impressive for a project so large that does so much to have a usable interface at all. Although, 'usable' is a pretty relative term.
I also am not much of a graphics pro, even Photoshop confuses me sometimes, I would just do the most basic stuff, play with the patterns and photo effects and stuff and that's about as far as I got with it... I doubt I'll ever use all of the stuff in either GIMP or Photoshop, so I just went with Paint.NET. I'll have to check out Pixia though.
