Is it ok to move a background around after the rooms have been added? I keep getting failed to find room location in map editor when trying to add it to the game.

You mean when you're building a metaroom in the map editor? It's fine to move it around, as long as it doesn't inject into a location that overlaps someone else's metaroom.
You should also be sure that the world map is the right size. If you place a map beyond the default 10,000x10,000 map, you need to first use mapd on your game to increase the map size so that your room fits comfortably and will inject. The map editor does not increase the map size automatically. You must expand the map manually using the mapd command before injecting a room beyond the default map size, otherwise the engine will keep throwing location errors.
To help you further, I'd need the specifics of what you're trying to accomplish. |

The world had metarooms that use the expanded maps so I didn't use mapd in game. In a DS only world after using mapd it might have injected but nothing in the background or bootstrap folder. Using tools-set metaroom in game freezes DS. If I tools-open from game- the new metaroom shows in the map editor like its in there. I also get errors there's no blk file for the bmp used for the metaroom.
