Pretty much false, although occasionally when I see one that really interests me or I think I have something relevant to add, I revive it (like the Lactate Cure thread).

Cartoons, not so much. Animé, yes - when I can actually watch it; a frustrating amount of British people can't disassociate animation with cartoons, meaning that animé very rarely gets shown on TV here.

True, because it's the same here in the U.S. ... and really animation is animation... It's a great art form and vehicle for serious storytelling, the whole distinction of animation as 'cartoons', and being something simple, immature, for kids, and not being able to have real creativity or serious stories/themes bothers me. It leads to people thinking of anime (and all animation) as 'cartoons' (in a negative sense), and, on the other side, people thinking that western animation HAS to be different from anime, and it really annoys me. The only real distinction between cartoons and anime is that in Japan, the idea of animation as a serious medium was not suppressed and trivialized like it has been in the west.
It's an attitude that only really came into being in the 50s, and it's really kept a lot of good anime from having good dubs made, and stopped the production of a lot of good western animated films and works over the years. All because people developed this idea that you can't have any serious dramatic, adult, or horror stories in animation, because it has to be family friendly... or that 'cartoons' can only be made with kids in mind... This resulted in a slew of badly butchered versions of originally great shows from overseas, destroyed in order to dumb them down and make them into kid's shows because people thought that's the only way they could possibly be appreciated...
Look at the works of Max Fleischer, or Ralph Bakshi... or even John Kricfalusi... They were considered mavericks... Ralph Bakshi had many of his his films given X-ratings at the time, just for daring to tell adult stories that wouldn't get more than an R or even a PG in live action... For years animators were forced into studio's narrow conceptions of what a cartoon should be, rather than being able to have real freedom of expression. And for decades most studios here pumped out cheap animation only as vehicles just to sell breakfast cereals and toys... At least now more and more with the popularity of anime, and studios willing to take risks on the unusual, animation is finally starting to be taken seriously, and you can see real innovation finally starting to happen in the medium here.

By the way, Papriko, the entire Classic Series of Doctor Who is available on Dailymotion and the modern series is frequently shown on BBC iPlayer. Use Spotflux(completley legal) if iPlayer doesn't work in Germany.
