After a heated debate with my older brother I am going to do what I always do when I need to let of steam..... Complain! The definition for program in computer terms is "instructions for a computer to execute". Would you say that creatures are programs?

Technically, Norns are indeed a set of instructions to be carried out. But in modern times this doesn't qualify them as a program as we know it. They're more like parts of the game, which is a complex program. Otherwise things like a piece of cheese in C3 would be a program too.
Computers have become so complex that what we now see as programs are in fact hundreds of programs working together on different layers. Calling a Norn a program would thus be a bit silly unless you get really old-fashioned or nit-picky.
Whether or not they make their own choices does not change whether they are a program or not, Sam999. Every action a Norn takes is based on the current contents of its memory, environment and perhaps a number thrown out by a pseudo-random number generator. If you put in the same data, the same result comes out. Always. No exceptions. So Norns cannot take choices. They will choose what they were designed to to choose. Programmed.

It's really creepy if you think about it, cause we are, to an extent, quite programmed ourselves, it's just one program is infinitely more complicated than the other.
Has anyone tried a set of experiments where you open a world, watch the norn's actions, close without saving, reopen, rinse wash and repeat and see if they do indeed choose the same thing to do each time?
You can notice it immediately when using the mini-copier, Moe. The two twin norns will do the exact same thing for a few seconds until they either try to pick up the same object, or an element of randomness separates their attention spans.
Basic computer science tells us the Norns will indeed do the very same things in both repetitions of the same world, but only if the random values are identical. And since the random values are based on the computer clock, they won't. They'll be fooled for a few seconds, though, just like the mini-copier does.
They're still autonomous. Just because they make the same decision each time you run the world doesn't mean they didn't choose it themselves.
A choice you make is always based on your past experiences, the current situation, your current mood and your personality. So if all these things are exactly the same, you'd make the exact same choice again. Of course, it's almost impossible to have this happen in the real world, since time only moves forward so every situation is new.
That may be true, but there is the possibility- I believe it lies someplace in quantum theory -that randomness (actually, pseudo-randomness) exists in our universe much as it does in the Creatures engine, and I suppose it's possible we could be affected by minute "randomly spun" variations in the fabric of our universe as well. This is all assuming no spiritual component of course.
